About this opportunity

The Central New York Regional Planning and Development Board (CNY RPDB) is requesting proposals for comprehensive community forestry planning and implementation services across Cayuga, Cortland, Madison, Onondaga, and Oswego counties, with proposals due August 14, 2026 at 3:00 p.m. The initiative is funded by a USDA Forest Service Regional Urban and Community Forestry Program grant awarded to CNY RPDB in August 2024.

The scope encompasses four components: community planning (canopy assessments using geospatial analysis, site assessments, Community Forest Planting and Management Plans for approximately 25 municipalities, and a template tree ordinance); tree procurement and planting of 3,600 trees with minimum 1-inch caliper over three years plus one-year maintenance; community outreach and education including a project website and quarterly events; and reporting and contract administration with monthly invoices and quarterly reports submitted to the US Forest Service Trees at Work reporting tool. All work must comply with ANSI standards and International Society of Arboriculture Best Management Practices. Work is prioritized in eligible disadvantaged community census tracts identified in the RFP exhibits.

The total grant funding does not exceed $5,016,295 over the contract period from October 1, 2026 through June 5, 2029. The contractor will be reimbursed only after CNY RPDB receives payment from the US Forest Service and may invoice no more frequently than monthly. Proposals must include detailed budget breakdowns by component and certificates of insurance naming CNY RPDB and USDA Forest Service as additional insured parties. No incumbent contractor exists for this initiative. Questions are due July 10, 2026, with answers provided by July 17, 2026. Contractor selection is anticipated for August 31, 2026, with contract execution and project start on October 1, 2026.
