About this opportunity

The Commonwealth of Massachusetts, through the Cannabis Control Commission (CCC), is seeking multiple vendors to provide technical assistance and training services to support applicants and licensees participating in the state's Social Equity Program. The requested services include developing comprehensive curriculum and delivering both in-person and on-demand training, as well as providing individualized technical assistance and mentoring across a range of topics critical to operating a successful cannabis business, such as business planning, accounting, legal compliance, and industry best practices. Vendors must demonstrate experience working with disproportionately impacted communities, as the program aims to decrease disparities and improve quality of life in areas affected by marijuana prohibition. Responses to the Request for Response (RFR) are due by June 28, 2024, and the CCC intends to establish a Qualified Vendors List by selecting up to 5 vendors for an initial 12-month contract with two one-year renewal options.

The RFR requires vendors to comply with the Commonwealth's Supplier Diversity Program (SDP), committing a minimum of 1% of contract sales to be spent with certified diverse businesses. Vendors must name the specific SDP Partners they propose to utilize and may provide information on any additional supplier diversity initiatives. The CCC does not assume responsibility for ensuring proposed SDP Partners obtain the necessary certification. While pricing and award values are not specified, the RFR indicates the compensation structure will be deliverable-based, with payments made upon completion of curriculum development and provision of training and technical assistance services.
