About this opportunity
The State of Colorado Department of Local Affairs is requesting Statements of Qualifications for pre-disaster disaster recovery and mitigation services under RFQ NLAA-2027000003, with proposals due October 22, 2026, at 2:00 p.m. MST. This is a Master Task Order Contract (MTOC) solicitation funded through federal Community Development Block Grants for Disaster Recovery (CDBG-DR) and state resources under Colorado SB22-206.
The procurement seeks qualified contractors across six program areas: Technical Assistance with Disaster Recovery Planning and Program Development; Reconstruction and Rehabilitation of Residential Dwellings; Grant and Loan Administration; Buyout Program administration; Rental Assistance Services; and Transitional and Intermediate Housing Services. Respondents need not qualify for all program areas to compete. Service Disabled Veteran-Owned Small Business (SDVOSB) status will be considered within personnel and staffing evaluation scoring. Contractors must demonstrate the ability to staff field offices in disaster-affected areas and potentially embed senior staff in Denver-based DOLA offices, obtain all necessary permits and approvals, provide bonding and insurance per ACORD requirements, and comply with HUD standards, CDBG-DR regulations, and Colorado-specific requirements including the Colorado Wildfire Resiliency Code. Contractors must provide their own Project Management Information System (PMIS) and Customer Relationship Management (CRM) system as the system of record for task order activities.
The initial contract term is five years from execution, with no guaranteed minimum funding amount or volume of work. Task orders will be issued only following presidential or state disaster declarations. Pricing must be submitted as loaded hourly rates by labor category or blended rates with clear documentation of cost methodology. Annual rate escalation through COLA adjustments will be considered but is not guaranteed, with adjustments typically handled at the task order level through secondary mini-RFP processes. Work orders may be awarded directly to qualified vendors or through competitive mini-RFP processes among qualified vendors.
Evaluation is estimated to occur October 23 through November 12, 2026, with potential interviews November 16–20. Master Task Order Contracts are anticipated to be awarded November 25, 2026, with full execution by December 11, 2026. Submissions require electronic delivery to brenda.lujan@state.co.us (25 MB maximum) and upload to Rocky Mountain BidNet (250 MB maximum). Respondents must register with the Colorado Secretary of State, provide three current professional references, and confirm acceptance of the sample MTOC terms without material modifications to state special provisions. No incumbent currently holds this contract.
