About this opportunity
The Colorado Department of Local Affairs, Division of Local Government is requesting statements of qualifications for pre-disaster disaster risk reduction (DRR) services across six service areas, with statements due October 6, 2026 at 2:00 p.m. MST and inquiry deadline September 29, 2026. Master task order contracts are estimated to be awarded November 10, 2026 and fully executed by November 24, 2026. SDVOSB certification preference of up to 5 additional points applies.
The six service areas are Technical Assistance with Disaster Recovery Planning and Program Development; Reconstruction/Rehabilitation of Residential Dwellings; Grant and Loan Administration; Buyout Program; Rental Assistance Services; and Transitional and Intermediate Housing Services. Respondents must clearly identify which service areas they are qualified to perform and specify whether services will be delivered in-house or through subcontracting. The State prefers providers capable of staffing field offices in disaster areas and maintaining staff in the Denver area for coordination.
Contracts will be master task order agreements with an initial five-year term. Funding derives from Community Development Block Grants for Disaster Recovery (CDBG-DR) and state-appropriated funds under Colorado SB22-206, contingent upon presidential or state-declared disaster declarations during the contract term. The State reserves the right to issue task orders directly to qualified vendors or issue competitive Request for Work Order Proposals to multiple qualified contractors, with no guarantee of minimum funding amounts or work volume.
Evaluation criteria include cover letter quality (10 points), certificate of good standing (1 point), qualifications (30 points), management and staff qualifications with hourly rates (30 points), relevant experience (25 points), SDVOSB certification preference (up to 5 points), payment method documentation (4 points), and references. Respondents must register on the Colorado Vendor Self Service portal and Rocky Mountain BidNet system. Submissions are electronic via BidNet only, with copies to brenda.lujan@state.co.us. Required attachments include ACORD insurance confirmation, W-9, Independent Contractor Certification, and Vendor Disclosure Statement. Evaluation is estimated October 7–27, 2026, with potential interviews October 29–November 6, 2026.
