About this opportunity

The Texas Facilities Commission is requesting qualifications for a Construction Manager-at-Risk to provide pre-construction and construction management services for a new three-story Texas Finance Commission Office Building at 3500 Jackson Avenue, Austin, Texas under RFQ 0008789, with qualifications due October 14, 2026 at 3:00 PM. The procurement follows a two-step process: Step One advances the five highest-ranked respondents to Step Two for pricing submission by November 12, 2026. Compliance with Texas Government Code Chapter 2269, Subchapter F regarding CMR methodology is required, and the contract is subject to a VetHUB subcontracting plan requirement under Texas Administrative Code Title 34, Chapter 20, with good faith effort mandated in soliciting VetHUB-certified subcontractors or self-performing work.

The project scope includes demolition of existing Building 10 and surface parking at Camp Hubbard, followed by construction of a new 63,500-square-foot building and 230-space surface parking area. Pre-construction is estimated at 365 calendar days; construction at 365 calendar days following Notice to Proceed. The cost of work for evaluation purposes is estimated at $38.263 billion, excluding pre-construction management fees, construction management fees, and construction general conditions. Step Two pricing must include a pre-construction management not-to-exceed fee, construction management fee as a percentage of estimated cost of work, a not-to-exceed fee for construction general conditions, and percentages for builder's risk insurance, liability insurance, and performance and payment bonds. A $25,000 bid bond is required at submittal. The contract is contingent upon continued availability of funding.

A mandatory pre-submittal teleconference is scheduled for September 29 or 30, 2026; a mandatory site visit for short-listed firms is scheduled for November 3, 2026. Award determination by the Texas Finance Commission will be made on a date to be determined. Submissions are due electronically through the OpenGov portal in three packages: required documentation, subcontracting plan with backup documentation, and scored documentation addressing relevant experience, methodology, quality and safety programs, and litigation history.
