About this opportunity
The University of Texas at Dallas is requesting proposals for a Construction Manager at Risk firm to oversee building system renovations at the Engineering and Computer Science North (ECSN) and Waterview Academic and Administration Center (WAAC) projects, with qualifications due October 16, 2026 at 2:00 p.m. CDT and a pre-submittal conference and site visit on September 18, 2026 at 8:00 a.m. at UT Dallas Facilities Management Offices.
The ECSN scope comprises hot water heating system piping improvements and replacement, ceiling tile replacement, and miscellaneous painting classified as deferred maintenance, phased across five sections to minimize disruption to active teaching operations. The WAAC scope includes complete overhaul of the existing Central Utility Plant, make-safe of shell spaces, and complete finish-out of elevator lobby areas and restrooms. The ECSN construction budget is anticipated at $8 million; WAAC at $12 million. Construction services are anticipated to commence April 9, 2027, with substantial completion targeted for April 9, 2029, representing a 25-month duration.
Respondents must submit a Pre-Construction Phase Fee, establish a Construction Cost Limitation separate from the Owner's Construction Contingency and Special Cash Allowance, and propose a Construction Phase Fee percentage and General Conditions not-to-exceed amount. The CMR will prepare a minimum of two Guaranteed Maximum Price proposals as individual project scopes are defined. Respondents must comply with the University of Texas System's Standard Construction Management at Risk Agreement and submit a VetHUB Subcontracting Plan as subcontracting opportunities are probable. All proposals are subject to public disclosure under the Texas Public Information Act.
Qualifications must address management philosophy, team qualifications and past performance on similar CM-R projects, pre- and construction phase service approaches, estimating and cost control measures, scheduling capabilities, quality control and commissioning programs, warranty support, and understanding of the UT System CM-R Agreement. Respondents must provide evidence of bonding capacity and certify compliance with Texas franchise tax status, prevailing wage requirements, workers' compensation insurance coverage, child support payment obligations, and Executive Order GA-48 regarding foreign adversaries. Submission is via the Bonfire platform. The Owner plans to conduct interviews with the top five or fewer ranked respondents in November 2026, with contract execution anticipated by December 10, 2026.
