About this opportunity
The City of Springfield, Oregon is requesting proposals for Construction Manager/General Contractor services for the City Hall Deferred Maintenance and Quad Redesign Project, with proposals due October 29, 2026 at 2:00 p.m., and a mandatory in-person pre-proposal conference on October 15, 2026 at 11:00 a.m. The City encourages participation by minority, woman-owned, emerging small businesses, and COBID-certified subcontractors, though this is a preference rather than a set-aside.
The scope covers preconstruction and construction services for a 33,750-square-foot renovation of three of four existing office sections at 225 5th Street, Springfield. Work includes accessibility improvements, building system upgrades, interior reconfiguration, and deferred maintenance remediation. The building, originally constructed as a commercial shopping center in 1972 and repurposed as City Hall in 1980, has code deficiencies identified in a 2025 OSHA audit and a near-total HVAC system failure. The project is designed to serve as a civic center for the next 25–30 years. Proposers must demonstrate five or more years of continuous experience as an incorporated construction firm, current Oregon Construction Contracts Board registration, and capacity to provide 100% performance bonds and 100% labor and material bonds. All work must comply with Oregon prevailing wage rates.
Phase I preconstruction services run from December 2026 to July 2027 on a time-and-materials basis, capped at $75,000 maximum allowance; proposers submit a preconstruction fee schedule and staffing plan rather than a pricing proposal. Phase II construction services run July 2027 to July 2028. The estimated total project cost ranges from $12.5 million to $13.8 million, with a target construction budget of $9 million including a $1 million contingency. For the construction phase, proposers submit a CM/GC fee as either a percentage of Cost of Work or a fixed fee. Project funding comes from City general funds and private financing, with the City exploring state and federal grants and loans. Evaluation occurs November 6–10, 2026, with competitive range notification approximately November 10, interviews November 18–20, final scoring December 4, and Notice of Intent to Award approximately December 8. Optional project site tours are available October 12–13, 2026.
