About this opportunity
The Texas A&M University System Office of Facilities Planning & Construction, on behalf of the Board of Regents of The Texas A&M University System and Texas A&M University, is requesting proposals for a Construction Manager at Risk (CMAR) firm for the West Campus Vivarium project in College Station, with proposals due November 12, 2026 at 2:00 p.m. CDT via eBuilder. The procurement is conducted under Texas Education Code 51.782(e).
The scope encompasses pre-construction services including constructability guidance, cost estimates, and construction schedules; establishment of a Guaranteed Maximum Price; and complete construction delivery. The West Campus Vivarium will occupy approximately 68,890 gross square feet and will include cage wash areas, animal holding rooms of varying capacities, and procedure rooms to support research activities. The facility will relocate functions currently in the Laboratory Animal Care Building (LARR), which will be decommissioned, undergo hazardous-materials abatement, and be demolished. The facility must comply with USDA and NIH federal requirements and AAALAC accreditation standards.
The Planning Amount is $135 million, with $98,477,732 available for the construction contract; the remainder covers fees, furnishings, other work, and contingencies. The project is designated Priority 1. Place of performance is off Agronomy Road adjacent to the Office of the State Chemist building, with the site enabling future expansion.
Selection will be based on "best value" according to published criteria, with interviews of CMAR firms possible at the Owner's option. Respondents must complete a State of Texas Subcontracting Plan form. All RFP documents and addendums are accessible and posted within eBuilder only; no exceptions are permitted for late submissions. Questions should be directed to Justin Lorance at (832) 795-4099 or jlorance@tamus.edu.
