About this opportunity

The Town of Flower Mound, Texas is requesting proposals for Construction Manager-at-Risk (CMAR) services for expansion and renovation of the Community Activity Center, with proposals due September 15, 2026 at 11:00 a.m. The project scope encompasses renovation of approximately 34,400 square feet within the existing 60,400 square foot facility and addition of approximately 55,000 square feet of new indoor recreation areas, including a new indoor commercial swimming pool, gymnasium, fitness facilities, outdoor patio, restrooms, and concessions areas, totaling approximately 97,000 square feet.

The anticipated project budget is $32 million with construction commencing in fall 2027 and substantial completion expected in spring or summer 2029. The CMAR will be selected through a one-step RFP process evaluated on firm information, safety experience, project approach, qualifications and experience of personnel, references, and fee proposals, with potential interviews. The contract is based on the 2019 AIA Document A133, Standard Form of Agreement Between Owners and Construction Manager where the Construction Manager is also the Constructor.

The CMAR's responsibilities include design phase services consisting of live estimating, target value design, and constructability reviews at 50 percent and 90 percent construction document phases; coordination with an independent third-party cost estimator; and construction phase services including subcontractor procurement with minimum three competitive bids per scope, guaranteed maximum price management, schedule development, monthly progress reporting, quality management, site safety and OSHA compliance, and phased warranty turnovers. Performance and payment bonds at 100 percent of construction cost are required upon submission of the Guaranteed Maximum Price. The project must comply with local prevailing wage rates.

The fee structure includes a lump sum for pre-construction services, a percentage fee for overhead and profit on actual construction costs, and itemized general conditions fees based on project duration. Cost savings realized at project conclusion will be distributed between the owner and contractor according to percentages proposed by the respondent. Inquiries are due September 8, 2026, with final addenda issued by September 9. Proposals must include one bound copy and one unbound PDF copy of qualifications materials, with the fee proposal submitted separately in a sealed envelope.
