Proposals must be submitted to the Hawaii eProcurement System (HIePRO) by June 8, 2026, at 2:00 p.m. HST. The contract requires forty-seven (47) working days total for completion, consisting of thirty (30) working days for pre-construction activities and seventeen (17) working days for construction activities, with work performed during nighttime hours from 10:00 p.m. to 6:00 a.m. to minimize disruption to airport operations. Liquidated damages of $3,000 per working day apply for failure to meet the completion deadline.

A five percent bid adjustment is available for bidders that are parties to apprenticeship agreements pursuant to HRS 103-55.6. Bid security of five percent of the total bid amount is required at submission. The estimated construction cost is $5,000,000, with additional allowances including mobilization costs capped at 6 percent of project cost, a joint and crack repair allowance of $101,000, and a contaminated media management allowance of $10,000. The project includes substantial environmental and safety requirements, including a Construction Site Pollution Controls program, management of contaminated media and soil disposal, temporary traffic safety and security measures, and compliance with FAA operational safety standards during construction at an active airport.
