About this opportunity

The County of Lake is soliciting sealed proposals for the Clover Creek Diversion Channel Habitat Enhancement Project through the Lake County Watershed Protection District, with proposals due October 9, 2026 at 5:00 p.m. The work involves vegetation removal, sediment removal, and channel maintenance within approximately 0.9 miles of the Clover Creek Diversion Channel upstream of its confluence with Middle Creek near Upper Lake, California.

The project fulfills compensatory mitigation requirements under a Habitat Mitigation and Monitoring Plan prepared by Caltrans for the Blue Lakes Safety Project along Highway 20. The contractor will coordinate with District staff to temporarily divert flows, remove invasive vegetation including Himalayan blackberry and poison hemlock, and excavate accumulated sediment that has raised channel bottom elevations and reduced native-species habitat. Tribal cultural resources monitoring will be conducted during ground-disturbing activities. Final project limits will be established by the County in the field.

The anticipated project budget is approximately $125,000. The project site is a perennial waterway bounded by levees, completed in 1966 as part of the Middle Creek Flood Control Project, which drains to Middle Creek, Rodman Slough, and ultimately Clear Lake. The enhancement is intended to improve habitat for the State-listed threatened Clear Lake hitch and provide broader ecological benefits within the Clover Creek–Middle Creek watershed.

Inquiries should be directed to Tyler Lindberg at LakeCountyPurchasingAgent@lakecountyca.gov. The related request for proposals document is available through Lake County's website.
