About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to supply Closed-Circuit Television (CCTV) Camera Assemblies to the St. Louis District through a Request for Proposal (RFP) process. The procurement requires delivery of approximately 30 complete camera assemblies, each consisting of a color high-definition camera with varifocal zoom lens (4.3mm to 137.6mm focal length with 32x optical zoom), pan and tilt unit, H.264 video encoder, mounting bracket, Power-Over-Ethernet (POE) injector, surge protection device, and all necessary hardware. Individual component line items must also include separate per-unit pricing for POE injectors, surge protection devices, mounting brackets, and connectors/pigtails. The camera assemblies must meet extensive functional specifications including IP66 rating, operation across ambient temperatures from -58°F to 122°F, H.264 video encoding with at least four configurable streams, ONVIF Profile S compliance, and advanced video analytics capabilities such as wrong-way driver detection, vehicle classification, and pedestrian detection. All camera assembly components except the surge protection device must be from the same manufacturer, and prototype or untried units are not acceptable. Proposals are due September 19, 2025, at 2:00 PM Central Time, submitted electronically through MissouriBUYS or by hard copy with prior notification to the procurement contact. The deadline for written questions was August 22, 2025. MoDOT will conduct on-site testing of shortlisted camera assemblies for thirty days following initial proposal evaluation. Vendors must submit five-page proposals in PDF and Microsoft Word formats including shop drawings, communication schematics, implementation timeline, cost breakdown, specification compliance confirmation, and user references. A proposal bond is required and must be mailed to Ashten Lorts at 830 MoDOT Drive, Jefferson City, MO 65101 prior to the bid closing date.
The procurement encourages Minority Business Enterprise (MBE) participation at 10 percent and Women Business Enterprise (WBE) participation at 5 percent, with Service-Disabled Veteran Enterprise (SDVE) preference available. All vendors must be registered in MissouriBUYS and must provide required affidavits and certifications regarding worker eligibility, lawful presence, anti-discrimination against Israel, and domestic products procurement compliance. Vendors must comply with Missouri procurement regulations and nondiscrimination requirements. The contract period extends from the date of award through June 30, 2026, with options for up to two one-year renewal periods. Pricing shall be submitted as a lump sum for the complete camera assembly with additional per-unit pricing for individual components, and payment terms are Net 45 with FOB shipping. While no incumbent vendor or budget range is specified in the solicitation documents, the estimated quantity of 30 complete assemblies with component pricing options provides the basis for award value determination. The MoDOT procurement contact is Ashten Lorts at ashten.lorts@modot.mo.gov.
