DART's procurement is subject to standard equal opportunity employment practices and certification requirements, including attestations that neither the vendor nor affiliated entities boycott Israel or maintain contracts with designated Foreign Terrorist Organizations. The complete terms and conditions establish Net 30 payment terms, with invoices payable 30 days from receipt or 30 days from order receipt, whichever is later, unless otherwise agreed upon in writing. All vendors must comply with DART's commercial warranty requirements ensuring merchantable quality and specification compliance, and the Contracting Officer retains full authority over modifications, termination decisions, and dispute resolution under Texas state law with venue in Dallas County.
