About this opportunity

The Massachusetts Department of Developmental Services is reopening a Request for Response to qualify additional Clinical Team providers for the Central West Region, with responses due July 14, 2026. This is a Master Agreement procurement with an 11-month initial term (July 1, 2026 through June 30, 2027) and periodic renewal options. The total estimated value of this procurement, including the original RFR issued in 2017, is $40 million.

Clinical Team services must include emergency response, crisis plan development, prevention and intervention, specialized outpatient interventions, and clinical assessments (diagnostic evaluations, risk assessments, and guardianship evaluations). All components must be available locally and culturally, linguistically, and ethnically appropriate for the populations served. Clinical Teams may comprise up to nine positions: program managers, psychiatrists, nurse specialists, nurses, psychology practitioners, social workers, direct care staff, case workers, and clerical personnel.

Reimbursement follows rates established in 101 CMR 424.00, structured through Service Summary Forms documenting staffing levels, professional expertise, and either monthly or daily accommodation rates. Providers must demonstrate cost offsets and maximize third-party billing to reduce the accommodation rate. No federal funds are anticipated, though the Department reserves the right to use federal funding if available.

All respondents must complete an SDP (Supplier Diversity Program) Plan Form demonstrating a significant annual financial commitment to partnering with certified diverse business enterprises or non-profit organizations, with an aspirational goal of directing at least 1% of Commonwealth contract revenue toward SDP partners. New providers must complete the EOHHS POS Qualification Process and submit Form W-9, Commonwealth Terms and Conditions, proof of vendor registration in COMMBUYS, an Electronic Funds Transfer Authorization Agreement, and a Contractor Authorized Signatory Listing. Employees of awarded bidders are subject to CORI checks and national criminal fingerprint-based background checks. No bidders conference or written question period will be offered.
