About this opportunity

The Lancaster County Conservancy is procuring construction services for the Climbers Run Nature Center Site Improvements project located in Martic Township, Pennsylvania. This sealed bid procurement seeks a single prime contractor on a lump sum and unit price basis to construct ADA-accessible and universal access trails, driveway improvements, expanded parking facilities, and stormwater management facilities at the 226 Frogtown Road site. Work includes clearing and grubbing, selective tree removal, selective site demolition, rough and final grading of trails, pond dock installation, timber boardwalk construction, cold milling, aggregate stone subbase installation, and asphalt paving with multiple courses. The project incorporates structural timber walkways and foundations supported by helical piles, concrete retaining walls, wooden curbs with guardrails, and pressure-treated Southern pine lumber with black locust decking per 2021 International Building Code standards. Sealed bids must be submitted online through the PennBid Program (https://pennbid.bonfirehub.com/) no later than 10:00 a.m. local time on Tuesday, May 19, 2026, at which point bids will be made publicly available. All bidding documents are available at no cost through the PennBid portal. Written questions regarding bidding documents must be submitted via PennBid's Messages tab no less than seven days prior to bid opening, with responses provided through issued addenda. Bidders are required to conduct site visits during normal working hours; no pre-bid conference will be held. Bids shall remain open and nonwithdrawable for 60 days from the opening date, and the contract will be awarded to the lowest responsible bidder submitting a responsive bid.

The project is subject to Pennsylvania Prevailing Wage Act requirements, and construction funding is being provided in part through a state grant administered by the Pennsylvania Department of Conservation and Natural Resources (DCNR) under Grant Agreement BRC-PRD-29-56. All bidders must comply with DCNR grant requirements and submit a Public Works Employment Verification Form, Workmen's Compensation Affidavit, and Non-Collusion Affidavit with their bids. Bid security equal to 10 percent of the bid amount is required, submitted as a certified check, bank money order, or bid bond. The successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price and must execute the contract and provide required bonds within 15 days of receiving the Notice of Award. The Lancaster County Conservancy reserves the right to reject any or all bids submitted or any part thereof and may waive any defects, errors, omissions, irregularities, or informalities in bids received. The conservancy may also award the contract in whole or in part to maximize work completed within available funding. No specific budget range or award value has been publicly disclosed in the available documents; however, the project scope encompasses extensive site improvements including structural construction, landscape design, and stormwater management systems typical of mid-to-large scale infrastructure projects.
