About this file
This document is a compilation of bid submission forms required by the Lancaster County Conservancy for two construction projects in Pennsylvania: the Climbers Run Nature Center Site Improvements and the Shenks Ferry Wildflower Preserve Pedestrian Boardwalk. The Climbers Run project involves constructing ADA-accessible trails, driveway improvements, expanded parking facilities, and stormwater management at a 226 Frogtown Road site in Martic Township, with work including clearing, grubbing, selective tree removal, site demolition, grading, pond dock installation, timber boardwalk construction, cold milling, aggregate installation, and asphalt paving. Sealed bids for Climbers Run must be submitted online through PennBid no later than 10:00 a.m. on Tuesday, May 19, 2026, with bids remaining open and non-withdrawable for 60 days from opening. The Shenks Ferry Wildflower Preserve Pedestrian Boardwalk project consists of constructing a 75-foot-long steel beam and timber deck boardwalk with concrete pier supports and adjacent trails, with sealed bids due by 10:00 a.m. on Monday, June 29, 2026; a mandatory pre-bid conference is scheduled for Thursday, June 18, 2026, at 857 Green Hill Road South, Conestoga, Pennsylvania. Both projects will be awarded to the lowest responsible bidder submitting a responsive bid, and successful bidders must furnish performance and payment bonds equal to 100 percent of the contract price within 15 days of receiving the Notice of Award.
Both projects are subject to Pennsylvania Prevailing Wage Act requirements and are funded in part through state grants administered by the Pennsylvania Department of Conservation and Natural Resources (DCNR). Bid security equal to 10 percent of the bid amount is required, submitted as a certified check, bank money order, or bid bond. All bidders must submit a Public Works Employment Verification Form confirming E-Verify enrollment, a Non-Collusion Affidavit of Prime Bidder, a Workmen's Compensation Affidavit, and a Buy America Compliance Statement certifying compliance with the Infrastructure Investment and Jobs Act and Build America, Buy America Act requirements regarding steel, iron, manufactured products, and construction materials. Contractors must also submit a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) Prime Contractor Compliance Statement documenting good faith efforts to solicit DBE/SBE participation in accordance with 49 CFR Part 26. Additionally, contractors must provide documentation of professional licensing, familiarity with Land Trust Standards and Practices, a statement demonstrating understanding of the work, firm contact information, office location, identification of the project leader with prior experience, previously completed projects demonstrating proficiency, client references, and a preliminary construction schedule indicating completion dates of major work elements.
