About this opportunity

The City of Long Beach is soliciting proposals for a technical assistance and implementation partner to operate the Climate Action Accelerator program, with proposals due December 6, 2023 at 11:00 a.m. Pacific Time. The scope is to develop and operate an integrated digital platform and deliver comprehensive services enabling residents, businesses, and non-profits to access federal Inflation Reaction Act funding opportunities.

The platform must include a streamlined application portal with multi-language support, case management assistance, payment processing, and technical assistance on available IRA programs. The vendor must ensure accessibility for underserved and environmental justice communities and meet specific performance metrics: 90 percent application completion rate and 100 percent resolution of customer issues. The City requires quick implementation, with the application portal and roadmap launching within three to six weeks of award. Proposers must demonstrate financial stability and staff capacity, with preference for organizations able to financially front rebate costs and manage federal reimbursement processes.

The initial contract term is two years with an option to renew for three additional one-year periods, not to exceed five years total. The cost proposal should include estimated costs for designing, implementing, and maintaining the digital solution as well as personnel and support costs for multiple IRA programs; the final maximum fee will be established through negotiations. Payment is issued within 30 calendar days of invoice submission based on services rendered. Any contract exceeding $100,000 is subject to the City of Long Beach's Equal Benefits Ordinance (Long Beach Municipal Code Section 2.73 et seq.), requiring equal benefits for employees with spouses and employees with domestic partners.

Questions are due November 1, 2023. Evaluation will occur December through January, with interviews and product demonstrations scheduled at a date to be determined.
