About this opportunity
The Connecticut Health and Educational Facilities Authority (CHEFA) has issued a Request for Information (RFI) for the development and implementation of a comprehensive Client Portal, specifically targeting clients within Hartford County. The portal will serve as a sophisticated information exchange platform, enabling clients to submit and retrieve various critical data types including applications, compliance documents, impact data, and demand information. Primary objectives include facilitating compliance tracking and generating statistical reports for organizational purposes. The RFI solicitation was released on May 23, 2022, with responses due by June 8, 2022, and a structured vendor Q&A period running from May 23 to June 1, 2022. The technical requirements explicitly specify that the portal will not require retail or payment functionality necessitating PCI-DSS compliance, and there are no HIPAA compliance requirements. Vendors are expected to propose comprehensive solutions for a fully functional client information management system that can effectively support CHEFA's data exchange and reporting needs.
No specific set-aside designations or restrictions on respondent types were mentioned in the documentation. The RFI did not identify any incumbent vendors or outline existing technological infrastructure requiring integration. Payment terms are designated as vendor-specified, and no estimated total contract value was provided in the solicitation documents. The project will be based in Hartford, Connecticut, with CHEFA's primary contact for inquiries being Kara Stuart, located at 10 Columbus Boulevard. While the RFI does not prescribe specific evaluation criteria, it appears that vendors will be assessed based on their ability to meet the functional requirements of developing a robust, secure client portal that can effectively manage and facilitate information exchange. The opportunity is open to all vendors, with no apparent limitations on company size, type, or previous experience with similar government technology projects.
