About this opportunity

The City of Philadelphia is requesting quotes for Clean Thru Extraction Columns as a micro purchase, with quotes due May 30, 2026. Award will go to the lowest responsive and responsible bidder, and the City reserves the right to award as a whole or by line item, whichever serves its best interest. Bidders must quote all items to be eligible for award consideration.

The total contract value must not exceed $43,000, increased annually by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date with automatic termination at midnight on the final day. Pricing must be quoted on an FOB Destination Point basis and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.

Quotes must be electronically submitted through PHLContracts at www.PHLContracts.phila.gov. All prices and terms remain valid for 60 days from submission or throughout the contract term. No delivery or services shall commence until the City issues a purchase order and notifies the department.

The City requires an executed Consent and Authorization form in the vendor profile or attached to the submission. While the Local Business Entity (LBE) Program does not apply to small purchases, the LBE declaration must be completed to proceed. Submission of the optional LGBTQ Applicant Data Form is encouraged; the City collects data on LGBTQ Business Enterprise certification status through the National LGBT Chamber of Commerce and its Philadelphia affiliate, the Independence Business Alliance, and reserves the right to use submitted data for other projects.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of at least $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. All applicable Philadelphia tax requirements, nondiscrimination provisions, and ethics laws apply. Payment is made electronically following delivery and City approval.
