About this opportunity
The Town of Manchester, located in Hartford County, Connecticut, is soliciting bids for Invitation to Bid #23/24-74 to clean and dispose of grit, oil, and water from five oil/water separator tanks situated at the Town's Vehicle Wash Facility (two tanks), Fleet Garage (two tanks), and Police Garage (one tank). The procurement requires a licensed contractor to provide all necessary equipment, labor, and materials to clean these tanks twice annually, with an optional service to clean two grit chambers at the vehicle wash facility. Eligible bidders must be licensed by the State of Connecticut's Department of Environmental Protection and submit proof of licensure with their bid. The bid was released on February 22, 2024, with a question submission deadline of February 29, 2024, and bid responses due by March 6, 2024, at 11:00 am. The contract term is from May 1, 2024, to April 30, 2025, with an option to extend for four additional one-year periods. Bidders must provide documentation of disposal, including a State of Connecticut Department of Environmental Protection Hazardous Waste Manifest and a certified weight ticket.
The procurement includes a Living Wage Ordinance requirement, with current wages set at $16.59 per hour for employees with comprehensive health care benefits or $24.59 per hour for those without. Bidders must complete a Living Wage Certification Form, indicating whether they are a "Covered Employer" under the Manchester Living Wage Ordinance and certifying compliance with local wage standards. Potential exemptions exist for nonprofit organizations, employers with fewer than 25 eligible employees, or contracts valued under $25,000. The pricing structure includes line items for cleaning oil/water separator tanks, disposal of bulk liquid (8,000 gallons), disposal of solids/sand/grit (6 tons), and an optional cleaning of grit chambers. The Town will not pay any freight or fuel surcharges, and price adjustments will be made annually based on the U.S. Bureau of Labor Statistics Consumer Price Index. While specific budget ranges are not explicitly stated, the comprehensive nature of the service and the multiple tanks involved suggest a moderate-sized municipal contract with potential for multi-year renewal.
