About this opportunity

The State of Wisconsin is requesting bids for a statewide mandatory contract covering the printing and manufacturing of envelopes, with bids due August 3, 2026. This is a cooperative purchasing vehicle that will serve all state agencies.

The scope encompasses envelopes in announcement, commercial, absentee ballot, booklet, and catalog sizes, printed on one or two sides using inkjet, lithographic, or flexographic processes on white wove and color papers. Finishing operations include standard glue, latex gum, and metal clasp. Order quantities range from 1,000 to 2,000,000 units, with price tiers based on order size in increments of 250 (announcement), 500 (commercial and absentee ballot), or 1,000 (booklet and catalog) units.

The contractor must provide all materials and services necessary for manufacture and delivery, including insured shipping of finished products, proofs, and return of artwork and samples with invoices. Ordering agencies will submit electronic artwork files; the contractor is responsible for production from those files. As a mandatory statewide contract, this vehicle will be available to Wisconsin state agencies, and potentially to other public entities under state cooperative purchasing rules.
