About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Transportation, is issuing a Request for Quotation (RFQ) for the rental of Class 2 Arc Flash Rated clothing for departmental employees. The procurement seeks a comprehensive uniform rental program that includes weekly laundry, delivery, and maintenance services for flame-resistant apparel including pants, shirts, jackets, and coveralls, along with associated items such as fender covers, shop towels, and laundry bags. All clothing items must meet Indura Ultra-Soft or Tecasafe Plus specifications with designated ATPV and HRC ratings and be provided on a rental-only basis with initial sizing and fitting conducted on-site. Employees will receive new garments initially and will be offered choices regarding men's or women's cuts, flat front or pleated pants, and short or long sleeve shirts, with weekly deliveries occurring on a day determined by the facility administrator and clean clothes delivered on hangers grouped by employee and identified by employee code or number. Quotations must be received by 4:00 p.m. Eastern Standard Time on May 27, 2026, with the resulting Master Agreement effective from June 15, 2026, through June 30, 2027, with four optional renewal periods extending through June 30, 2031. Pricing must be submitted on an Excel spreadsheet with unit prices quoted on a Free on Board (FOB) Destination basis, including all shipping charges to State facilities, and all prices must remain firm for a minimum of one year from the initial contract period. Evaluation will be conducted on a best value basis, with the award going to the lowest-priced qualified bidder that meets all specifications and requirements.
Bidders must submit a notarized Code of Conduct Affidavit for each manufacturing facility location where clothing is assembled, certifying compliance with applicable wage, labor, environmental, safety, and human rights laws, and vendors are required to pay a quarterly anti-sweatshop fee of 1% of total goods purchased during each quarter, payable within thirty days of quarter-end. The State is exempt from federal, state, and local taxes and will not pay sales taxes upon application of an exemption certificate. Submissions must include manufacturer literature, the completed bid cover page with responsible bidder certification, municipality and political subdivision participation certification, vendor contact information, and all required appendices. The State anticipates making one award but reserves the right to make multiple or no awards, and current manufacturers referenced in the procurement specifications include Wrangler, Dickies/UniFirst, RedKap, and Milliken & Company. While the RFQ documents do not specify explicit set-aside designations or restrictions on the types of organizations that can respond, no incumbent vendor information or budget ranges are provided in the available procurement materials.
