About this opportunity

The California Department of Water Resources (DWR), Division of Engineering, Civil Engineering Branch, is issuing a Request for Qualifications (RFQ) No. 10217208 for supplemental civil engineering services on a statewide basis. The procurement seeks qualified firms to provide comprehensive civil engineering support including design, analysis, and construction management for water resources infrastructure projects such as dams, spillways, canals, tunnels, bridges, pipelines, pumping and power plants, levees, and retaining walls. Key personnel requirements mandate a minimum of three licensed California civil engineers, with at least two possessing 25 years of experience, and a cost estimator with a minimum of 10 years of experience on heavy civil projects. Firms must maintain at least one office in California and demonstrate availability to conduct site visits throughout the state. Critical deadlines include submission of general RFQ questions by 5:00 p.m. on April 1, 2026; attendance at a mandatory virtual pre-SOQ conference on April 7, 2026, at 9:00 a.m.; and submission of the Statement of Qualifications by 2:00 p.m. on Tuesday, April 14, 2026. The anticipated contract timeline includes interviews with the most qualified firms between April 27 and May 11, 2026, with contract approval expected by July 1, 2026, and an estimated contract term of three years (July 1, 2026, through June 30, 2029) with options for up to two one-year amendments.

DWR encourages participation from small business, microbusiness, and disabled veteran business enterprises. The selected firm will be required to submit comprehensive financial documentation, including payroll records, fringe benefits documentation, overhead costs, subcontractor records, and compensation policies within five business days of selection. Compensation will be negotiated based on the firm's actual costs with a fixed profit rate established by DWR, including escalation and subcontractor markup rates identified in the RFQ exhibits. The RFQ includes new requirements for Generative Artificial Intelligence (GenAI) disclosure, with failure to comply potentially resulting in disqualification. All General Terms and Conditions, Special Terms and Conditions, and Additional Provisions are designated as non-negotiable. The estimated contract value ranges from $5,000,000 to $15,000,000.
