About this opportunity
The City of Corpus Christi Finance & Procurement Department is requesting bids on an Indefinite Delivery Indefinite Quantity (IDIQ) construction contract for citywide wastewater collection system rehabilitation and replacement, RFB No. 7352, with bids due August 12, 2026. However, the Government File indicates a prior bid deadline of July 29, 2026 with a pre-bid conference on July 8, 2026 via WebEx and clarification requests due July 15, 2026 at 5:00 PM through CivCast — these earlier dates supersede the August 12 posting date and suggest this opportunity has already closed or the timeline has shifted.
The scope encompasses gravity wastewater collection system lines, manholes, service laterals, and force mains up to 36 inches in diameter using open-cut trenching and/or pipe bursting; dewatering and bypass pumping; pipeline cleaning and televised inspection; SWPPP and permit compliance; temporary traffic controls; site restoration; and emergency response on-call services with crews available throughout the contract term. Work will be issued through multiple Delivery Orders, each treated as an individual contract with its own substantial completion deadline.
The initial contract value is $9.108 million for one year (365 calendar days), with two optional one-year extensions at $9.108 million each, for a potential three-year total of $27.324 million. This is a not-to-exceed contract and funding availability controls issuance of Delivery Orders.
Bidders must submit 5 percent bid security, demonstrate at least five years of operation and satisfactory completion of five similar projects within the last five years, and provide conflict of interest questionnaires, disclosure forms, business designation forms, and ethical certifications. The Contractor must self-perform 70 percent of work. Award will be to the lowest responsive, responsible bidder based on qualifications, financial responsibility, past performance, and safety record. Projected award is September 2026 with anticipated Notice to Proceed in September 2026. Contact Steven Houston, Procurement Officer, (361) 826-2396.
