About this opportunity
The District Department of Transportation (DDOT) has issued an Invitation for Bids (IFB) for a Citywide Thermoplastic Pavement Marking contract, seeking contractors to perform comprehensive pavement marking services throughout the District of Columbia. The procurement involves installing, refurbishing, upgrading, and maintaining various pavement line markings, including traffic paint, thermoplastic, preformed pavement tape, and colored markings at multiple locations districtwide. Key deliverables include removing and replacing non-high visibility crosswalks with high visibility versions, refurbishing longitudinal markings such as centerlines, lane lines, edge lines, and barrier lines, and installing approximately 750,000 linear feet of 4-inch thermoplastic pavement marking and 220,000 linear feet of 6-inch thermoplastic pavement marking. The contract will be structured as an Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a 2-year base term and three 1-year option periods, totaling a potential 5-year duration. Bids are due by February 13, 2024, and the contract will be awarded to the lowest responsive and responsible bidder, with evaluation likely based on compliance with specifications, pricing, and ability to meet technical requirements.
The solicitation includes a Disadvantaged Business Enterprise (DBE) goal of 27%, indicating a strong commitment to supporting minority and small businesses in the procurement process. The contract is funded with federal assistance, which subjects it to federal requirements including Buy America provisions, Davis-Bacon labor standards, and Affirmative Action guidelines. Additionally, there is a training requirement mandating 1,040 hours per year for two general laborer trainees, demonstrating a focus on workforce development. The contract has a minimum order amount of $100,000 for the base term and $50,000 for each option year, with a maximum contract value of $250,000,000. The solicitation includes additive bid items for colored surface coatings and high friction surface treatment, providing flexibility for potential expanded scope. Contractors will need to demonstrate technical capability, financial stability, and compliance with federal and local regulations to be considered for this significant infrastructure maintenance contract.
