About this opportunity

The City of New Haven, Connecticut, located in New Haven County, has issued a Request for Proposal (RFP) for a Citywide Payment Modernization project seeking a comprehensive, unified payment ecosystem to replace fragmented, department-specific payment systems. The procurement aims to implement a modern, cloud-based SaaS platform capable of supporting mobile wireless payment acceptance via handheld devices, digital wallet payments (including Apple Pay, Google Pay, PayPal, Venmo), peer-to-peer platforms, ACH transfers, and all major credit cards. Key deliverables include mandatory integration with Tyler Technologies Munis ERP, text-to-pay capabilities, secure mobile communication, and treasury-level reporting, with a mandated universal transaction fee of 2.5% or less. The RFP was released on December 2, 2025, with questions due by December 22, 2025, at 5:00 PM, and proposal submissions required by January 6, 2026, at 11:00 AM through the City's eProcurement Portal. Evaluation criteria will be weighted at 30% financial compliance, 30% ERP integration and treasury control capabilities, 20% technical functionality, and 20% security and municipal experience, with vendors required to provide proof of PCI DSS Level 1 and SOC 2 Type II certification.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, though standard municipal procurement practices typically encourage minority and women-owned business participation. The contract term is one initial year with two optional one-year extensions subject to the Purchasing Agent's approval. Vendors must demonstrate live production-level Munis integration in at least three municipalities and provide a comprehensive implementation plan with on-site training for super users. While no specific budget range is explicitly stated, the RFP indicates a preference for solutions that include all backend costs within the proposed transaction fee, covering processor fees, gateway fees, network assessments, software licensing, hosting, PCI compliance, and tokenization services. The City will reject proposals with hidden fees, tiered pricing models, minimum volume penalties, setup fees, or equipment rental charges, and requires a production-ready, enterprise-class solution with no beta or roadmap products. The existing technology infrastructure primarily involves the Tyler Technologies Munis ERP system, which will require mandatory integration with the new payment platform.
