About this opportunity
The City of South Fulton, Georgia's General Services Department is requesting proposals for citywide outdoor athletic court maintenance, repair, resurfacing, inspection, and on-call rehabilitation services under RFP 26-34, with proposals due October 15, 2026 at 3:00 p.m. EST and a non-mandatory pre-proposal conference on September 15 at 11:00 a.m. via Microsoft Teams.
The scope covers tennis courts, pickleball courts, and basketball courts throughout the city. Services include annual preventative maintenance, on-call repair and resurfacing, and emergency rehabilitation. Proposers must submit separate technical and price proposals using the City's standardized cost form, with pricing broken down by unit for annual preventative maintenance per court type, surface cleaning, crack repair, net and post replacement, resurfacing services, and labor rates for regular, overtime, and weekend work. Cost-plus pricing is prohibited. Work must commence within ten calendar days of Notice to Proceed.
The initial contract term is one year following final acceptance of any court conversion work, with four optional one-year renewal periods at the City's sole discretion. The City is exempt from federal excise tax and Georgia sales tax. All proposers must carry Commercial General Liability ($2 million), Workers' Compensation, and other required coverages with the City named as additional insured prior to work commencement.
Award will be made to the responsive and responsible proposer offering best value. Evaluation criteria are weighted: Qualifications and Experience (30 points), Technical Approach (20 points), Schedule and Capacity (10 points), Past Performance and References (10 points), Cost Proposal (25 points), and Local Preference (5 points). Proposers must achieve a minimum technical score of 42 out of 70 points to advance to cost evaluation. Payment is due within thirty calendar days of receipt of an undisputed invoice, with phased billing permitted. Written questions are due September 21 at 3:00 p.m., with responses issued by addendum by September 28.
