A 5-point local preference is included in the evaluation criteria. Proposers must meet minimum qualifications: five years of experience maintaining athletic courts and completion of at least three similar contracts within the past five years. E-Verify compliance is mandatory.

Scope encompasses preventative maintenance (pressure washing, inspections, crack monitoring, and equipment inspections), repair services (crack repair, acrylic patching, net and post replacement, hardware replacement, and concrete edge repairs), resurfacing compliant with USTA and American Sports Builders Association standards, and on-call rehabilitation including structural repairs and drainage improvements. Proposers must submit unit pricing for annual preventative maintenance per court type, surface cleaning per court, crack repair per linear foot, net and post replacement per unit, concrete edge repair per linear foot, and resurfacing per court by type, plus separate rates for regular labor, overtime labor, and weekend/holiday labor. All pricing must be fully burdened.

The contract consists of an initial one-year period following final acceptance of court conversion work, with four additional optional one-year renewal periods at the City's discretion. Bonding requirements include a 5 percent proposal bond for proposals of $150,000 or greater, 110 percent payment bond, and 100 percent performance bond for bids of $250,000 or greater. Insurance requirements include $2,000,000 commercial general liability per occurrence, $2,000,000 auto liability, workers' compensation, $1,000,000 employers' liability per accident, and umbrella liability with the City named as additional insured.

Evaluation criteria are qualifications and experience (30 points), technical approach (20 points), schedule and capacity (10 points), past performance and references (10 points), cost proposal (25 points), and local preference (5 points). A minimum technical qualification threshold of 42 points is required for cost proposal evaluation. Questions are due September 21, 2026 at 3:00 PM EST. A non-mandatory pre-proposal conference is scheduled for September 15, 2026 at 11:00 AM via Microsoft Teams. Proposals remain valid for ninety calendar days following submission.
