About this opportunity

The City of Tacoma, Washington, is requesting bids to establish one or more on-call contracts for hydro-excavation, vactor services, street sweeping, and associated services under RFB CT26-0143F, with bids due October 27, 2026, at 11:00 a.m. Pacific Time. The City intends to award separate contracts for street sweeping and for hydro-excavation/vactor services, though it reserves the right to consolidate into a single contract if in its best interest. Equity in Contracting (EIC) participation goals apply: 8% Minority Business Enterprise, 4% Women Business Enterprise, and 11% Small Business Enterprise, each achievable through subcontractors certified by the Washington State Office of Minority and Women's Business Enterprises (OMWBE).

The scope spans five service categories: street sweeping (130 operator hours, 890 disposals); hydro-excavation and vactor services (1,515 excavation hours, 660 tons of disposal, 5,000 linear feet of storm line jetting, 243 catch basin cleanings); vault cleaning and dewatering; supplementary labor (65 laborer hours, 10 flagger hours); and emergency mobilization to multiple water-supply and watershed locations (Cowlitz River, Nisqually, Wynoochee, Cushman, McMillian Reservoir, and Green River Headworks). Prevailing wage requirements apply under RCW 39.12 across Pierce, King, Mason, Thurston, Lewis, and Grays Harbor counties, with bidders required to file a Statement of Intent to Pay Prevailing Wages upon award and an Affidavit of Wages Paid upon completion. Contractors must demonstrate two or more years of similar experience and two or more public agency contracts in the last five years.

The estimated total contract value is $500,000 over an initial three-year term with a single one-year renewal option. Bidders must submit a 5% bid bond; awardees must provide 25% payment and performance bonds. The pre-bid meeting is September 30, 2026, at 11:00 a.m. PDT via Microsoft Teams. Questions are due October 7, 2026, with City responses by October 21. Bid opening follows immediately at 11:15 a.m. on October 27. Anticipated award is November 2026, subject to Public Utility Board and City Council approval in December 2026 or January 2027. Reciprocal bid preferences may apply to non-resident contractors from states offering in-state preferences. Contract administration occurs through the City's Ariba portal.
