About this opportunity
The City of Tampa Parks & Recreation Department is soliciting bids for citywide invasive plant removal and control services under ITB, with sealed bids due July 23, 2026 at 3:00 p.m. via the OpenGov eProcurement Portal and a mandatory pre-bid meeting and site inspection on July 9, 2026 at 9:00 a.m. at Columbus Municipal Office Building; failure to attend either event renders bidders ineligible.
The City offers a 5% bid discount for certified Small Local Business Enterprises (SLBEs), applied to the total bid amount up to a maximum of $10,000 for evaluation purposes only. The scope requires removal of all exotic invasive species at specified locations through manual removal and/or extermination in place, with mandatory maintenance at minimum twice per year — specifically at six months and just prior to one year after initial removal. The City reserves the right to award by division or aggregate total and may increase or decrease quantities without penalty.
The award period is one year from the effective date of award with options for mutual written agreement to renew for three additional one-year periods; the City reserves the right to unilaterally extend for up to three additional thirty-day periods. No minimum or maximum purchase quantities are required during the award term. Bid prices must be firm and include all shipping costs, taxes, royalties, and patent-related expenses. Bidders must demonstrate responsibility through documentation of financial condition, experience, insurability, and bonding eligibility and must be registered to transact business in Florida within ten days of notice to award. Comprehensive insurance includes Commercial General Liability ($1 million per occurrence, $2 million general aggregate), Automobile Liability ($500,000 to $1 million combined single limit depending on agreement value), and Worker's Compensation with Employer's Liability coverage. Award will be made to the lowest responsive, responsible bidder within 120 days of bid opening. The City prohibits bidder contact with City officials other than the analyst, Director of Purchasing, or Legal Department during solicitation; violations result in automatic disqualification for six months.
