About this opportunity

The District of Columbia Government, through its Department of General Services (DGS), is seeking a single qualified and licensed contractor to provide City-Wide Third (3rd) Party Conveyance/Elevator System Inspection/Witnessing Services. The procurement involves comprehensive inspection services for approximately 310 conveyance systems across various District facilities, including elevators, wheelchair lifts, dumbwaiters, and climbers located in DC Public Schools, Metropolitan Police Department facilities, Department of Parks and Recreation centers, shelters, and municipal buildings. The contractor must be certified by the Department of Buildings (DOB) as an approved third-party inspection agency and must maintain valid licenses throughout the contract term. Key deliverables include annual conveyance system inspections, testing, and witnessing services conducted by experienced, licensed inspectors. The base contract period will run from the award date through September 30, 2025, with options to extend for up to four additional one-year periods. Critical dates include a pre-bid conference on October 22, 2024, bid submission deadline of November 4, 2024 at 10:00 a.m. EST, and a public bid opening at 2:00 p.m. EST on the same day.

The solicitation includes provisions for Certified Business Enterprise (CBE) preferences, with potential bid price reductions ranging from 2% to 10% depending on business classification, with a maximum total preference of 12%. However, market research revealed limitations in CBE availability for this specialized service, resulting in a waiver of the standard 35% subcontracting requirement. The Department of Small and Local Business Development (DSLBD) found only one potential CBE, which was not authorized as a third-party inspection agency. The contract will be structured as a fixed-price contract with an annual non-guaranteed hourly rate ceiling of $250,000 for each contract period. Pricing must account for potential wage increases, union fees, and market variables, with all service providers required to be bona fide employees of the prime contractor or subcontractors. The total projected contract amount is $995,000.00, with hourly rates expected to cover all associated costs including labor, equipment, transportation, overhead, and insurance. Bidders must comply with the District's Living Wage Act, which requires a minimum wage of $17.50 per hour effective July 1, 2024, and adhere to Department of Labor wage determinations for various occupational categories.
