About this opportunity

The City of Tulare General Services Department is requesting qualifications from contractors to provide abatement services for public nuisances and emergency abatements, with proposals due October 23, 2026 at 2:00 p.m. This is a reissued RFQ establishing an approved vendor list rather than awarding a single contract; the City reserves the right to award to multiple contractors and rotate projects among them.

Scope covers mowing, weed abatement, site cleanup, trash and debris removal, tree trimming, structure securing, demolition, grading, pressure washing, and biohazard removal on both developed and undeveloped private and public property. Contractors must respond to service requests within twenty-four hours and be California-licensed, maintain a City of Tulare business license, provide proof of minimum insurance coverage, and furnish all equipment and materials at their own expense.

Successful contractors will enter into a four-year service agreement with an option to extend annually for two additional years at the City's discretion. No specific contract value or pricing structure is identified in the RFQ; proposals must include an itemized schedule of labor and expense charges with hourly rates.

Evaluation criteria include demonstrated knowledge of applicable laws, type of work capabilities, company experience, capacity to perform, cost, possession of required licenses and insurance, timeliness, ability to cooperate with City staff, and capacity to respond to emergency abatement needs. Submission requirements are a cover letter, company experience description, three client references demonstrating work with public agencies, resumes of key staff, and the itemized rate schedule. A pre-submission meeting is available by appointment at (559) 366-1851. Proposals are due by October 23, 2026, submitted to the City Clerk or BidNet.com. The evaluation process and contract finalization are tentatively scheduled for October 26 through November 9, 2026.
