About this opportunity

The City of Sylvester, Georgia is requesting qualifications for on-call airport engineering, architectural, and construction inspection and administration consulting services for Sylvester Airport's Capital Improvement Plan under a five-year Master Agreement, with statements of qualifications due October 15, 2026 and questions due by October 7. Responding firms must hold current prequalification with the Georgia Department of Transportation in Area Classes 2.09 Airport Design and 8.02 Airport Construction Administration and Observation — a mandatory eligibility filter.

The scope spans geotechnical and subsurface investigations, topographic surveying, environmental assessments, preliminary and final design, bidding support, and construction administration across 25 anticipated projects (2027–2032) in airfield drainage, pavement, lighting, buildings, roadways, fencing, and obstruction removal. Individual work authorizations will be issued on an assignment-by-assignment basis. Projects range from $40,000 to $4.5 million in requested amounts. All projects are funded through Federal and State grants and must comply with 49 USC 47107(a)(17), 2 CFR 200.320, and FAA Advisory Circular 150/5100-14.

This is a qualification-based selection conducted under FAA procedures; no pricing, overhead rates, or cost information should be included in submissions. Statements of Qualifications must not exceed 25 pages (excluding tabs and cover letter) and submitted in three copies to City Hall, Attention Markesha Bivens, 101 North Main Street, Sylvester, GA 31791. Selection criteria include capability on airport projects, key personnel qualifications and FAA/State regulatory knowledge, schedule compliance, project quality history, subconsultant qualifications, geographic proximity to Sylvester, availability of qualified inspectors, and value engineering capabilities. The DBE utilization goal for FY 2027 is 0%; DBE firms, if utilized, must be certified by the Georgia Uniform Certification Program. Consultants may request airport site visits prior to submission and may be invited to interviews at the Selection Committee's discretion with at least seven days' notice. Contact regarding the RFQ is limited to the designated point of contact, Jinny Boyd at jboyd@cityofsylvester.com.
