About this opportunity

Oregon Department of Transportation is procuring architectural and engineering services on behalf of the City of Springfield to update the City's Transportation System Plan, with proposals due June 29, 2026. This is a restricted solicitation limited to consultants holding existing Price Agreements in the Transportation Land Use Planning 2021 (TLUP '21) series (B38909, B38913, B38914, B38916, B38917, B38918, B38922, B38923, B38924) — the controlling eligibility filter.

The scope covers updating Springfield's Transportation System Plan to comply with Oregon's updated Transportation Planning Rules, with emphasis on greenhouse gas emission reduction, multimodal transportation safety, and equitable transportation systems. Work commences January 2027 and concludes by June 2029. Deliverables include detailed cost breakdowns, monthly progress documentation, and project staff subject to ODOT's written approval for any substitutions.

ODOT will conduct first-tier evaluation to produce a qualified proposer list; the City of Springfield then makes final selection. Evaluation is scored across seven criteria: approach (65 points), local knowledge and experience (40 points), project management (45 points), relevant experience (45 points), key staff resumes (45 points), work samples (40 points), and clarity and conformance to proposal requirements (20 points), totaling 300 points, with an additional 100 points possible for interviews or follow-up questions. Compensation structure will be negotiated following selection and may use cost-plus-fixed-fee, fixed-price, time-and-materials, or other methods within the parent Price Agreement terms.

FHWA (Federal Highway Administration) funds the project. No DBE participation goal or certified small business aspirational target applies. Proposals constitute firm offers valid for a minimum of 180 days following bid opening. ODOT reserves the right to conduct additional awards up to nine months following closure and to extend proposer offer periods. Proposers must complete mandatory certifications including conflict-of-interest disclosures, sexual harassment and discrimination prevention policies (for contracts valued at $150,000 or more), and verification of absence of undisclosed liquidated debt owed to the State of Oregon.
