About this opportunity

The City of Shenandoah, Texas is soliciting qualifications from consulting firms to develop a strategic plan, with proposals due 3:00 p.m. November 17, 2026. The RFQ gives preference to firms with successful experience developing strategic plans for Texas municipalities, and it encourages Minority Business Enterprises to submit proposals.

The consultant will facilitate a plan that establishes vision, priorities, goals, and an implementation framework for the next three to five years. The scope spans eight phases: project initiation, existing conditions assessment, stakeholder engagement, vision, mission, and core values development, strategic priorities identification, performance measurement framework development, implementation planning, and final plan preparation. Deliverables include a project management plan, existing conditions report, public engagement plan, survey results, vision and values report, draft and final strategic plans, performance measurement framework, implementation plan, and a City Council presentation. Optional services include annual salary survey updates, compensation plan maintenance, pay equity reviews, organizational restructuring assistance, and executive compensation analysis. Completion is anticipated within six to nine months from Notice to Proceed.

Proposals must include a firm profile, project approach, personnel assignments, similar-project experience, five references from recent municipal projects, sub-consultant information, and a proposed sample contract. Submit four copies by mail, in person, or electronically through the Texas SmartBuy platform to Sam Masiel, City Administrator.

Evaluation uses a 100-point scale: firm qualifications and experience (20 points), project team qualifications (20 points), project understanding and approach (15 points), public and stakeholder engagement strategy (15 points), project schedule and capacity (10 points), references and past performance (10 points), and cost proposal (10 points). The City reserves the right to negotiate with any and all respondents and to refuse any or all submittals.
