About this opportunity
The City of Rochester Department of Finance, Bureau of Purchasing is requesting bids for the manufacture and installation of trail signage across the city's trail system, with bids due August 19, 2026 at 11:00 a.m. A 5% price advantage applies to New York State certified Minority and Women-Owned Business Enterprises (MWBEs).
The initial purchase order comprises 2 major kiosks, 1 minor kiosk, 2 major trail directional signs, 1 major hazard/warning sign, 2 trail markers, 45 square feet of graphic panel manufacture, and 3 graphic panel installations. The City anticipates using the contract for signage and installation services across 25+ miles of existing trails and various trail projects under development.
Contractors must be regularly engaged in the manufacture and installation of trail or similar signage for a minimum of five years and demonstrate at least three successful similar projects. All contractors must register with the New York State Public Work Contractor and Subcontractor Registry and comply with New York State prevailing wage requirements for the installation portion. Insurance requirements include workers' compensation, comprehensive general liability with limits of $1 million per occurrence, commercial automobile liability, and umbrella coverage with $2 million limits.
The contract is a term agreement commencing upon award and ending September 30, 2027, with the option for the City to extend for up to three additional one-year terms by mutual consent. The City anticipates spending approximately $15,000 to $90,000 annually. Award will be made to the lowest responsive and responsible bidder based on total bid price. The City reserves the right to award on an item-by-item or group basis if doing so results in lower overall costs and to reject unbalanced bids or bids where unit prices are inconsistent with current market conditions. Bidders must submit unit prices for all items and a W-9 form with each bid. Bid opening will be conducted via Zoom.
