About this opportunity
The City of Richland Springs, Texas is requesting sealed bids for a waterline replacement project rebid, with bids due September 3, 2026. The project encompasses replacement of approximately 19,500 linear feet of existing waterline infrastructure, including demolition, installation of new PVC and ductile iron pipe (3 to 8 inches in diameter), reconnection of service lines, and restoration of affected areas throughout the city's water distribution system.
The scope spans multiple streets including East Main Street, West Main Street, Old San Saba Highway, Carter Street, Commerce Street, and residential streets. The project includes new fire hydrant installations, meter relocations to city rights-of-way, and pressure tank and pump station work. Service disruptions must be minimized with no overnight interruptions; customers are responsible for installing service lines from current to new meter locations. Field change orders may be issued if existing utilities are encountered in unanticipated areas. The contractor must locate and avoid all existing utilities and immediately repair any damage caused.
The project is funded through the Drinking Water State Revolving Fund and is subject to "Build America, Buy America" requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States, as well as American Iron and Steel (AIS) requirements. Compliance with multiple regulatory frameworks is required, including floodplain development permit requirements under the Flood Insurance Reform Act of 2004 and Federal Executive Order 11988, vegetation clearing restrictions during bird nesting season (March 15 through September 15) per the Endangered Species Act and Texas Parks and Wildlife Code Chapter 64, and Texas Water Development Board cultural resources and threatened and endangered species discovery protocols. The project manual and 46-sheet AutoCAD construction drawings prepared by Sealy Engineering (project engineer Deana Sealy, PE) dated December 17, 2022 serve as primary reference documents for all bidding requirements and technical specifications.
