About this opportunity
The City of Reynolds, located in Georgia, is seeking sealed bids for a comprehensive storm drainage and street improvements project in the N. Collins, Macon Street, and Morris Street Area, designated as Phase I. The project encompasses approximately 1,100 linear feet of storm drainage pipe ranging from 15 to 42 inches in diameter, including associated drainage inlets and head walls, along with 980 linear feet of outfall ditch grading, 4,400 linear feet of curb and gutter, and approximately 300 tons of asphalt leveling and resurfacing. Bids will be received at the Reynolds Depot, 22 North Winston Street, Reynolds, GA 31076, until 11:00 AM local time on February 13, 2026, with bidding documents available from Still Waters Engineering for a nonrefundable charge of $300.00 for electronic PDF files and an additional $100.00 for paper copies. Prospective bidders must be on record with the Issuing Office as having purchased a complete set of bidding documents. The successful bidder will be required to provide a Performance Bond and Payment Bond, each for 100% of the contract amount, with sureties appearing on the U.S. Treasury Department's Circular 570 Listing and licensed in Georgia. No bid may be withdrawn for 60 days after the closing time for bid receipt.
The project is funded partially by the City of Reynolds and the Georgia Department of Community Affairs through the U.S. HUD Community Development Block Grant program, with specific requirements under Section 3 of the Housing and Urban Development Act of 1968. This legislation encourages employment and training opportunities for low-income residents and prioritizes contracts with local business concerns. The procurement is subject to the Build America, Buy America Act requirements, mandating that all iron, steel, manufactured products, and construction materials must be produced in the United States, absent an approved waiver. Section 3 Residents and Business Concerns are specifically encouraged to apply, with preference given to local businesses and residents. While a specific budget range is not explicitly stated, the project involves significant infrastructure improvements with multiple components including drainage, street work, and associated civil engineering tasks. The City reserves the right to reject all bids and make an award in its best interest, indicating flexibility in the procurement process and potential for negotiation.
