About this opportunity
The City of Pottsville is requesting sealed bids for the Harrison Street CDBG Wall Project with bids due July 8, 2026 at 10:00 a.m. via the PennBid Program. The project is funded with federal Community Development Block Grant (CDBG) funds, triggering Davis-Bacon prevailing wage requirements and Section 3 participation goals for minority, female, MBE, and WBE residents and businesses; the contract documents impose a diligent-effort standard on the contractor and subcontractors to achieve those goals.
The scope includes construction of a segmental concrete block retaining wall, pedestrian railing installation, concrete curb and sidewalk construction, ADA ramp improvements, and pavement restoration. The project will coordinate with and closely follow a demolition contract for 529 North Third Street. One contractor will be awarded the base bid and any selected alternates; specific items of work are detailed in the contract documents.
The successful bidder must submit a 10 percent bid bond or certified check with the sealed bid and, upon award, furnish Performance and Payment Bonds each in the amount of 100 percent of the contract price with a corporate surety approved by the City. Contractors are not required to be PENNDOT prequalified. Bid results will be publicly announced on Monday, July 13, 2026 at 6:00 p.m. during the regularly scheduled City Council meeting and posted online at http://PennBid.Bonfire.Com. All bidding documents are available at no cost through the same portal.
