About this opportunity
The City of Ogdensburg, New York is requesting proposals from qualified planning consultants and consulting teams to prepare an amendment to its Local Waterfront Revitalization Program (LWRP) and an integrated update to its Harbor Management Plan (HMP), with proposals due October 29, 2026 at 2:00 p.m. The project is subject to MWBE participation goals of 15% MBE and 15% WBE (30% combined) and a 6% SDVOB goal, with respondents required to demonstrate good-faith efforts to engage NYS-certified firms and submit Form D utilization plans.
The scope encompasses 15 major tasks: project kickoff and work plan refinement, waterfront advisory committee support, community outreach and public engagement, existing plans and data review, revitalization area boundary definition, comprehensive inventory and analysis, local waterfront revitalization policies, proposed land and water uses with harbor management planning, local implementation techniques, state and federal actions documentation, local commitment and consultation documentation, appendices assembly, preliminary draft LWRP assembly, SEQRA compliance documentation, and 60-day review processes. All deliverables must be provided in MS Word, PDF, GIS, and CAD formats as appropriate. The project is funded through a $250,000 grant awarded by the New York State Department of State under Title 11 of the Environmental Protection Fund (Contract No. C1003640; CFA No. 150791), representing total available funding after accounting for City administrative and project costs. The contract shall commence upon execution and continue for no more than five years, with anticipated notice to proceed on January 12, 2027 and the first consultant meeting no later than January 29, 2027.
Respondents must submit itemized, task-based budgets with estimated hours and hourly rates for all key personnel; travel and incidental expenses must be included in task fees rather than reimbursed separately. Proposals will be evaluated on understanding of the LWRP/HMP regulatory framework, quality of approach to integrating comprehensive planning and economic development outcomes, relevant experience with comparable projects, qualifications and capacity of the proposed team, completeness of proposal, ability to meet deadlines, and proposed cost and MWBE/SDVOB considerations. No incumbent has been identified, and no identical or substantially similar procurement has been awarded within the past five years. Proposals are submitted to the City Manager's Office, 330 Ford Street, Ogdensburg, New York 13669.
