About this opportunity

The City of Norwich, Connecticut is seeking comprehensive Owner's Representative services for a significant school construction project involving three new elementary schools. The procurement, identified as RFP #23-31, aims to select a qualified firm or individual to serve as the first service provider for the project, with primary responsibilities including assisting the city in procuring additional service providers such as an architect and potentially a construction manager at risk. The three school construction sites are located at the former Greeneville School site on Golden Street, the existing John B. Stanton School site at 386 New London Turnpike, and the existing Moriarty Environmental Sciences Magnet School site at 20 Lawler Lane. The solicitation was released on December 22, 2022, with proposals due by January 27, 2023, at 2:00 PM EST, and includes a vendor Q&A period running from December 22, 2022, to January 13, 2023. Interested parties must submit their statements of qualifications and proposals to Robert Castronova, located at 100 Broadway Room 105, Norwich, CT, with contact information available at 860-823-3770 or rcastronova@cityofnorwich.org.

The RFP does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond, indicating the opportunity is open to all qualified vendors. No incumbent vendors or current contractors are mentioned in the documentation, and there are no details provided about existing infrastructure or technology requiring integration. The solicitation has been designated as having no line items, and no estimated total value for the contract is provided. Payment terms will be vendor-specified, and the delivery terms are set as Free On Board Destination. The RFP focuses primarily on the scope of services required for the Owner's Representative role, emphasizing the need for a comprehensive and collaborative approach to managing the multi-site school construction project. Potential respondents should carefully review the detailed requirements and be prepared to demonstrate their expertise in project management, procurement assistance, and coordination of complex educational facility construction efforts.
