About this opportunity

The City of Lyons, Georgia, located in Terrell County, is issuing a Request for Qualifications and Proposals (RFQ) for Administrative & Related Grant Services to support the implementation of federally assisted projects. The procurement seeks qualified consulting firms capable of providing comprehensive grant administration services, including preparation of grant applications, Environmental Review Records, draw and disbursement requests, financial administration and record-keeping assistance, public hearing coordination, Uniform Relocation Assistance and Real Property Acquisition Act (URA) compliance support, bid document preparation and advertising, Davis-Bacon and prevailing wage labor compliance assistance, Affirmatively Furthering Fair Housing (AFFH) requirement support, and closeout documentation. Eligible firms must demonstrate extensive experience assisting local governments with federally funded projects across multiple funding sources, including the Community Development Block Grant (CDBG), Redevelopment Fund Projects (RDF), Employment Incentive Program (EIP), Economic Development Administration (EDA), and Southeast Crescent Regional Commission (SCRC) projects. The City plans to utilize contracted services immediately for a FY2026 CDBG project and reserves the right to reconduct this procurement on a project-by-project basis for future state and federally funded opportunities over a 2-3-year period. Responding firms must submit a Statement of Qualifications form and Section 3 Certification Form addressing organizational history, federal grant experience, project capacity, current workload, proposed scope and service levels, relevant project experience with references, and detailed fee structures for grant writing and administration contingent upon project funding. All proposals must be submitted by 5:00 PM on October 27, 2025, to Jason Hall, City Manager, with the posting date of September 24, 2025.

This procurement includes a specific set-aside designation for Section 3 Business Concerns, as the project is covered under Section 3 of the HUD Act of 1968, and firms meeting Section 3 qualifications—specifically those with 51 percent or more ownership by low- or very-low-income persons, 75 percent or more labor hours performed by Section 3 workers, or 51 percent or more ownership by public housing or Section 8-assisted housing residents—are strongly encouraged to apply and will receive preference consideration. All responding firms and their subcontractors must comply with mandatory Section 3 requirements established by the Georgia Department of Community Affairs, including employment and training opportunity targeting, community outreach through a minimum of three community sources, Section 3 Business Registry verification, and ongoing compliance documentation maintained for three years post-contract closure, with noncompliance subject to penalties up to $100 per day and potential debarment from future HUD-funded projects. Additionally, all contracts are subject to Federal and State provisions prescribed by the Georgia Department of Community Affairs and applicable federal agencies, must comply with 2 CFR 200 procurement standards, and must adhere to civil rights, fair housing, disability access, and Build America, Buy America Act (BABA) requirements. No specific award value or budget range is disclosed in the available procurement documents; fees are to be proposed as contingent upon project funding and will be evaluated on a project-by-project basis. No incumbent vendors or current contractors are identified in the materials, and no technology integration requirements are specified.
