About this opportunity
The City of Kingston, New York, is requesting proposals for a turnkey bikeshare contractor to operate a public bicycle-sharing system comprised of Class 1 pedal-assist and traditional non-electric purpose-built bicycles, with proposals due November 19, 2026 at 2:00 p.m. at the Office of Health and Wellness, 17 Hoffman Street, Kingston, New York.
The scope encompasses hardware, software, operations, installation, maintenance, rebalancing, customer support, partner support, station installation and management, demobilization, battery swapping, hardware replacement, and bike branding. Respondents must evaluate the City and potential network to propose appropriate fleet size and station count for program sustainability and are encouraged to propose alternative approaches where they would better achieve project goals. Docking station locations have been preliminarily identified.
The program will launch by June 2027 and operate for at least 16 months through August 2029 using NYSERDA grant funding. The selected contractor will work with the City to develop a sustainable program beyond the initial seed-funding period. No incumbent contractor exists, and no similar contracts have been awarded to businesses within the past five years.
Written questions are due October 30, 2026 at 4:00 p.m. via email to Emily Flynn at eflynn@kingston-ny.gov. Proposal packages are available through the Empire State Purchasing Group website at https://www.bidnetdirect.com/new-york, the New York State Contract Reporter website at www.nyscr.ny.gov, or in person at the Purchasing Department (Monday–Friday, 9:00 a.m. to 2:00 p.m.). The City reserves the right to accept any proposal or reject all proposals as deemed in its best interest.
