About this opportunity

The City of Janesville is seeking bids for comprehensive lawn care and grounds maintenance services for the Janesville Transit System's Transit Services Center located at 101 Black Bridge Road. The invitation for bid (IFB) details a three-year contract with two optional one-year renewal periods, covering services from April 1 to November 15 each year. Specific service requirements include spring and autumn clean-up, weekly grass mowing and trimming to a uniform three-inch height, power lawn edging twice per season, trash and debris removal, a four-application annual lawn fertilizer program, weed control in landscape beds, pruning of bushes and trees, and re-mulching of landscape beds in even-numbered years. The bid will be awarded to the lowest cost responsive and responsible bidder based on a predetermined formula using annual anticipated usage for each line item. Bids are due by Friday, March 9, 2018 at 12:00 p.m. noon, with all work to be performed during business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

The procurement is subject to Federal Transit Administration (FTA) regulations and requires bidders to submit certified proof of insurance, including workers' compensation, general liability (minimum $1,000,000 per occurrence), and automobile liability (minimum $5,000,000 per occurrence). While no specific Disadvantaged Business Enterprise (DBE) goal has been set for this contract, the national DBE participation goal is 10 percent. Bidders must complete and submit various certification forms, including signature affidavits, federal regulation compliance certifications, debarment and suspension certifications, and DBE certifications. The City of Janesville reserves the right to cancel the work prior to contract execution, reject any or all bids, and adjust service frequency as needed throughout the contract term. Bid pricing must be itemized for each service component across all contract years and renewal options. The procurement is open to qualified vendors who can meet the comprehensive maintenance requirements and regulatory compliance standards specified in the IFB.
