About this opportunity
The Oregon Department of Transportation (ODOT), procuring on behalf of the City of Hillsboro, is requesting proposals for planning services to develop the TV Highway Equitable Transit Oriented Development Plan under the Transportation and Growth Management (TGM) Program, with proposals due July 20, 2026. This procurement is restricted to 13 pre-qualified Price Agreement holders from the Transportation Land Use Planning 2021 (TLUP '21) series; proposals from other vendors will be rejected as non-responsive.
The scope encompasses an Equitable Development Strategy (EDS) and TOD policy framework to guide planning along a 3.5-mile Tualatin Valley Highway corridor segment with nine planned Bus Rapid Transit (BRT) station locations. Deliverables include technical memoranda, public engagement plans, community survey analysis, market studies, displacement risk assessments, BRT station area analyses, and adoption-ready comprehensive plan amendments. The project requires eight primary tasks: project management, public involvement strategy, existing plan and policy review, EDS development, TOD policy framework creation, comprehensive plan amendments, adoption proceedings, and final document preparation. Key personnel resumes must be submitted in a prescribed format documenting up to eight staff members' relevant project experience, Oregon registration status, discipline, educational background, and years of experience. Public involvement requirements include a Community Advisory Council (CAC), Technical Advisory Committee (TAC), two public workshop events, up to six outreach tabling events, targeted focus groups, and coordination with planning commission and city council work sessions. Compliance with ODOT standards, ADA requirements, ODOT web standards, and traffic analysis procedures is mandatory.
The anticipated contract start is Winter 2026, with work order completion targeted at 12–18 months following Notice-to-Proceed. Compensation will be negotiated following selection and may be structured as Fixed Price per Deliverable, Fixed Price per Task, or Time and Materials up to a maximum not-to-exceed amount. Federal funding is provided through the Federal Highway Administration. A zero percent DBE goal applies. Proposer offers are firm for a minimum of 180 days. Award notification is estimated approximately 5 business days after scoring completion. Questions are due 5 calendar days prior to the Bid Opening Date. ODOT reserves the right to make additional awards within 9 months if top-ranked proposer negotiation is unsuccessful.
