About this opportunity

The City of Havelock, located in North Carolina's Cumberland County, is seeking bids for a comprehensive infrastructure repair project at 321 McDonald Boulevard. The procurement involves repairing and replacing critical sewer and water infrastructure, specifically a sewer lateral, sewer main, and water main. The project scope includes replacing approximately 20 linear feet of 8" PVC SDR 35 Gravity Sanitary Sewer Service at a depth of 13', rebuilding three 4" lateral service connections, and replacing approximately 120 linear feet of 8" C-900 water main that has vertically deflected. Key deliverables require the contractor to adhere to OSHA trench safety standards, manage traffic control, ensure resident driveway accessibility, and complete all necessary asphalt and concrete restoration. The bid is structured with two separate line items, with the City reserving the right to accept partial or complete bid components. Proposals are due by 11:00 AM EST on May 21, 2025, with a required performance period of 20 calendar days from the Notice to Proceed. Contractors must submit an E-Verify Affidavit and comply with North Carolina statutory requirements.

There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The project does not indicate preferences for minority-owned or small businesses. Liquidated damages of $300 per day will be imposed for work extending beyond the performance period, which suggests strict compliance expectations. While no incumbent vendors are listed, the bid requires contractors to demonstrate technical capability in utility infrastructure repair, including water valve actuation, utility line isolation, and precise restoration techniques. The project mandates 98% standard proctor compaction and requires contractors to notify city representatives 48 hours in advance of any water service interruptions, with a maximum allowable outage of twelve hours. Though a specific budget range is not provided, the comprehensive infrastructure repair suggests a potentially significant investment in municipal infrastructure rehabilitation. Contractors will be responsible for providing all necessary labor, materials, and equipment to complete the project successfully.
