About this opportunity
The City of Cortland, New York, located in Delaware County, is issuing a Request for Proposals (RFP) for Asbestos Project Manager (PM) services to oversee the demolition of the Roundhouse Mill, an industrial building at 41 Elm Street, Cortland, NY 13045. The City seeks qualified, New York State-licensed Asbestos Project Managers to provide comprehensive oversight, coordination with the demolition contractor, and execution of air monitoring in strict accordance with the New York State Department of Labor's approved Variance (SH-67M3E) for controlled demolition with non-friable Asbestos Containing Material (ACM) in place. Key deliverables and objectives include ensuring compliance with air testing and monitoring requirements, coordinating with the separately procured Demolition Contractor, and verifying adherence to variance-specified protocols throughout the forty-five-day demolition period. The PM must hold current New York State Department of Labor licensing for asbestos monitoring and air testing and must submit proof of licensure with the proposal. Proposals will be evaluated using a two-stage process beginning with a Pass/No Pass compliance review, followed by technical evaluation based on total cost for comprehensive PM services (45 points), demonstrated experience with similar asbestos projects (25 points), understanding of NYS Department of Labor variance requirements and air monitoring protocols (20 points), and responsiveness and quality of the technical proposal (10 points). Critical deadlines include a mandatory site visit on Friday, April 17, 2026, from 2:00 PM to 3:00 PM; written questions must be submitted by noon on April 20, 2026, to Randi Mowry, Purchasing Manager, at rmowry@cortlandny.gov; and sealed proposals must be delivered by noon on May 1, 2026, to the City Clerk's Office at City Hall, 25 Court Street, Cortland, NY 13045, in the form of one hard copy accompanied by an electronic searchable PDF on a USB flash drive.
This procurement includes set-aside designations and encouragement for disadvantaged enterprise participation, with Minority/Women Business Enterprise (MWBE) goals established at 30.00% and Service-Disabled Veteran-Owned Business (SDVOB) goals at 6.00%. M/WBE and Section 3 firms are strongly encouraged to submit proposals. No incumbent vendors or current contractors are listed, as this procurement represents a new engagement with no prior contract awards of identical or substantially similar nature within the past five years. Prevailing wage requirements apply under New York State Department of Labor Prevailing Wage Law (PRC# 2026009275), and all proposals must include mandatory submissions of three references, proof of insurance, and completed exhibits including the Non-Collusive Bidding Certificate, Acknowledgement of Compliance with New York State Standard Clauses, Conflict of Interest Disclosure, and Addenda Acknowledgement. The RFP does not specify an award value or budget range, but proposals will be evaluated on total cost for comprehensive PM services as a primary evaluation factor. The City reserves the right to reject any or all proposals and may conduct interviews if deemed necessary for final selection.
