About this opportunity

The City of Alma in Bacon County, Georgia, is soliciting competitive bids for the Teresa Estates Rural Workforce Housing Initiative Project, an infrastructure development opportunity involving comprehensive utility and roadway construction. The procurement is an Invitation for Bid (IFB No. 2501) seeking a contractor to install approximately 3,300 linear feet of 8-inch water main with hydrants and meters, 3,041 linear feet of 8-inch sanitary sewer main with manholes and service laterals, stormwater utilities including 8,400 linear feet of rollover curb and gutter, and 280 linear feet of reinforced concrete pipe, along with constructing 4,200 linear feet of asphalt roadway. Sealed bids are due March 5, 2025, at 10:00 AM at City Hall, with a non-mandatory pre-bid meeting scheduled for February 12, 2025, at 10:00 AM. Contractors must submit a 5% bid bond and will be evaluated based on their ability to complete the project within the 180-calendar-day contract period. The project is funded through the Georgia Department of Community Affairs Equity Fund Program and will be governed by State of Georgia Rules and Regulations.

The contract requires successful bidders to furnish performance and payment bonds for 100% of the contract price and maintain specific insurance coverages, including $1 million per occurrence general liability, $1 million auto liability, and workers' compensation insurance. Liquidated damages are set at $500 per calendar day for late completion. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project's funding through the Equity Fund Program suggests potential preferences for diverse contractors. The project does not indicate existing incumbent vendors or specific integration requirements with current infrastructure. Though a precise budget range is not provided in the documents, the extensive infrastructure scope suggests a significant capital investment for this rural workforce housing initiative in Bacon County. Prospective bidders should carefully review the complete bid documentation, particularly the attached IFB No. 2501 document, to understand the full technical specifications and contractual requirements.
