About this opportunity
The City of McKinney is issuing Invitation to Bid No. 26-42ITB to procure turnkey interior plant services for City Hall, a five-story municipal complex located at 401 E. Virginia Street in McKinney, Texas. The procurement seeks qualified contractors to furnish and install interior plants—either live plants, high-quality commercial-grade faux plants, or both options—throughout designated lobby, corridor, and departmental locations across Floors 1-5. Deliverables include 14 small square planters (16x13x8 inches), 10 linear multi-plant planters (8x8x7 inches per pot), and two custom under-stair planters (11 feet 3 inches in length with varying widths), with final plant counts to be verified prior to award. For live plant options, contractors must provide monthly maintenance and plant replacement as warranty at no additional cost; for faux plant options, materials must be commercial-grade, UV-stable, flame-retardant to meet NFPA standards, and carry a minimum three-year warranty against fading, warping, or degradation. Installation must occur during normal business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.). Bidders must submit references from at least three companies or governmental agencies (with preference for municipalities) from the past three to five years and provide detailed submittals including proposed plant species, faux material samples, planter models, and soil media for Owner approval. Key deadlines include a non-mandatory site visit on Thursday, February 12, 2026 at 10:00 a.m., an interpretation deadline of 2:00 p.m. on Tuesday, February 17, 2026, and bid submission deadline of 5:00 p.m. Central Standard Time on Tuesday, February 24, 2026. Bids may be submitted electronically through the City's Bonfire procurement portal or as hard copy submissions to the Procurement Services Manager.
The City of McKinney offers a Local Business Presence Consideration Application available to bidders whose principal place of business is located within McKinney city limits, allowing the City to evaluate economic development benefits including job creation or retention of local residents and increased tax revenue; however, this application does not impose set-aside restrictions on eligible bidders. All pricing must be submitted on a net basis, exclusive of taxes, with all delivery and freight charges included as FOB destination, and no specific budget range or award value is disclosed in the procurement documents. The contract will commence upon award and continue for one year with automatic renewal for four additional one-year terms unless otherwise terminated, and the City reserves the right to order quantities more or less than stated estimates and may terminate the contract without cause upon thirty days' written notice. All work performed requires a valid purchase order number issued by the City. No incumbent vendor information, disadvantaged enterprise set-asides, or existing technology integration requirements are specified in the procurement documents.
