About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Innovation & Performance, is requesting bids for City Channel Pittsburgh End-of-Life Replacements under an IFB, with bids due October 26, 2026 at 2:00 p.m. and questions due October 12, 2026 at 5:00 p.m. The City seeks good faith efforts to meet diversity participation goals: 18% Minority-Owned Business Enterprise, 7% Women-Owned Business Enterprise, 5% Veteran-Owned Small Business, and 3% LGBTQIA+-Owned Business, with documentation of outreach efforts required.
The scope covers 30 line items of broadcast and streaming infrastructure replacement for equipment in service over ten years: managed network switches, fiber optic connections, video routing switchers, audio processing cards, UPS power supplies, and display equipment with quantities ranging from one to 18 units per item, plus installation services. All equipment must be new and not from the grey market. Installation technicians must hold Certified Technology Specialist (CTS) Certification, Extron Authorized Programmer in Control Script (EAS) Certification, and Biamp Tesira Forte Certification — mandatory qualifications that filter the bidder pool.
This is a one-time purchase contract with no renewal options. Bids must include firm, fixed pricing on an F.O.B. Destination basis with shipping and delivery incorporated. A bid guarantee of up to 5% of total bid amount is required, along with performance and payment bonds equal to 100% of the contract price upon award. The successful bidder must provide general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus automotive and umbrella liability coverage. A non-mandatory bid opening is scheduled for October 26, 2026 at 3:00 p.m. at the City-County Building. Matthew Marshman, Sourcing Specialist, handles questions at (412) 715-3489 or matthew.marshman@pittsburghpa.gov.
